testing for misaligned accents #52

Hi, a user reported a font with shifted umlauts. Dave asked me to file a bug here so we can test for this. Maybe check if the accent component is beyond the sidebearings of the base glyph? (Ignoring I/i, I suppose.) Or if you can fancy math it, computing the center point of both components and if they're within x% of each other, call it cool.
