Tried to scale to 15 VMs but the datacenter is not providing them.

We should figure how to use all datacenters in us-central1 ( us-central1-c us-central1-f us-central1-b ) but that's not straight forward, as it e.g. tries to make two VMs from our default pool, but we only need one and only want to pay for one. One option may be to downscale the default pool vms to half or so
