Add an option to record the version of fontc in the emitted binary. Default is an interesting question, on might be nice?

Looking forward to a future when we can tell some binary on some platform was built with some version of the compiler.

In the gftools builder, we store the dependencies in the Debg table. I don't mind taking a crack this soonish.

Here I suspect we just need the fontc version in name 5 as other tools (makeotf, ttfautohint) do. @anthrotype might have thoughts.
