[Reference Font Panel] Enable customized order of imported reference font #1480

It would be helpful to be able to arrange the order of already imported reference font.

Sometimes we upload a new font and would like to place it between already uploaded fonts, based on regions, styles or weights for easier access. Currently if we want like to do this we would need to re-upload all of the fonts.

This depends on https://github.com/googlefonts/fontra/issues/1361 being implemented first.
