Move ʻ U+02BB from Latin Pro to Plus for CLDR compatibility #9

CLDR lists ʻ U+02BB as part of Uzbek-Latin: https://unicode.org/cldr/trac/browser/trunk/common/main/uz.xml#L866

Uzbek-Latin is explicitly supported by GF Latin Plus.

Solution: move 0x02BB ʻ MODIFIER LETTER TURNED COMMA from GF Latin Pro to GF Latin Plus

According to https://github.com/google/fonts/issues/1215 0x02BB ʻ isn't part of latin-ext. I requested than 0x02BC ʼ be also included. Could 0x02BC ʼ be included in GF Latin Pro or GF Latin Plus?

0x02BC has already been added in https://github.com/googlefonts/tools/commit/0941d4e2203a31cbdfe4c079fba677053de5f737

You can find it in Plus here. 0x02BC ʼ MODIFIER LETTER APOSTROPHE
