set up organization Appveyor account #2

for now I've enabled it on my fork (the good thing is that it passes) https://ci.appveyor.com/project/anthrotype/ots-python

btw, fontbakery could also benefit from the same googlefonts org Appveyor account

@davelab6 for seme reason, I don't have admin access to this repo (I don't see the settings tab). Can you do something?

@davelab6 actually if you add me as admin of the googlefonts organization, I can set the Appveyor account myself.

for now I have manually uploaded windows wheels for v7.1.9 as built from my Appveyor CI account at https://ci.appveyor.com/project/anthrotype/ots-python/builds/23315807

I just created the googlefonts Appveyor organizational account and enabled it on this repository. https://ci.appveyor.com/project/googlefonts/ots-python
