Added installation and generation instructions to README.md #1

Hello everyone,

I work with @davelab6 at GF.

I've added installation instructions and a requirements.txt file for virtualenvs.

I think it's important we all work together using the same dependencies. It also locks us to particular versions which makes bug reporting/fixing/regressions far more manageable. @asaumierdemers if you want to edit the dependencies so they match your versions feel free.

I look forward to working with you all. I have been involved in past Roboto updates so I'm keen to get involved.

Also, thank you for adding me to the repository!
