Issue is similar to https://github.com/googlefonts/noto-fonts/issues/418 however the characters are getting decomposed correctly.

the issue is the mark placement isn't working for several of the dotless glyphs.

I'll dig into this.

Solved it. These glyphs need to be included in the GDEF section of each feature file.
