Add Ukrainian profile

I'd like to scan the gf library for Cyrillic fonts with "ultimate" ukrainian language support, I understand En-cy.loclUKR is common, maybe other things too.

We could look for: Ґґ and Ї ї characters.

Any characters defined in the language exemplars (as Marianna suggests) are automatically picked up by shaperglot.
