Move Avro related items out of bigquery_util.py #644

Any Avro related class or enum (such as AvroConstants, _BIG_QUERY_TYPE_TO_AVRO_TYPE_MAP, get_avro_type_from_bigquery_type_mode) must be moved to avro_util.py
