Add a topic for loading annotations. #32

It should live underneath http://googlegenomics.readthedocs.org/en/latest/use_cases/load_data/index.html

And we should have a dataflow pipeline that goes with it that reads an annotation database from Google Cloud Storage and writes to the Annotations API.
