Moved "Setup Cluster" doc to be a use_case #61

So the title of the tutorial is "Create compute clusters on Google Compute Engine" and that is what shows up in the TOC. But it is not the clearly recognizable task and that people are trying to discover.

Please either re-title the tutorial and/or you can override the title in the TOC tree.

That's a very good suggestion, Nicole. I have moved and re-titled the document to be focused on the specific task; spinning up a cluster running Grid Engine. The doc had started with the idea of being applicable to SLURM and other software that Elasticluster can install. But we haven't been asked for instructions for any other such cluster.
