Adds a message to all "use_cases" pages such that when viewed in github, there is a message displayed at the top of the page to go read the content on Read The Docs, along with a link.
This message is then hidden when the page is displayed on Read The Docs.
Adds a tool to re-run this insertion so we can update new pages with it, or change the message across all pages.
