Put Election and Candidate info into Datastore (5.0) #70

Implementation for inputting API data, using its attributes to create Election, Contest, and Candidate objects, and inserting data into Datastore.

I have no idea why the CLA bot is failing, but I've gone through the commits and the authors have all signed the CLA, so I'm going to manually override this.

I've filed b/162954276 internally to track the CLA issue.
