Getting, Storing, and Providing Historical Trends of the Meta-data #4

As a Dataflow service user, I want my meta-data to be fetched from my account and stored correctly so that the analysis based on that data is relevant. I also want to be able to see a historic overview of my data and various other pieces of information (e.g. number of pipelines) as it gets deleted every 30 days.

The table of prices for Dataflow is available at https://cloud.google.com/dataflow/pricing

For the first iteration, I think we can assume this is just a static table, and we can also use only one specific region (each region will have a different table, and the table will be similar for all regions -- although some regions may not have all the services available).
