- Remove CONTRIBUTORS list which is unmaintained, since this is obsolete now that GitHub shows Contributors automatically on the repo homepage.
- Add CONTRIBUTING guide to indicate that this repo does not take open external contributions
- Update CODEOWNERS for automated workflows
