Add mypy integration #483

Add mypy integration.

Drop python 3.5 and 3.6 versions cause they reach EOL.

Before submitting your PR, there are a few things you can do to make sure it goes smoothly:

[x] Make sure to open a GitHub issue as a bug/feature request before writing your code! That way we can discuss the change, evaluate designs, and agree on the general idea
[x] Ensure the tests and linter pass
[x] Code coverage does not decrease (if any source code was changed)
[x] Appropriate docs were updated (if necessary)

This would be great! Not sure if the library has any active maintainers anymore, though 😕

Is this going to be merged or planed? It seems it has been over a year since there has been any update on the library. It has become almost standard to do type check and using this library means a bunch of type ignroes need to be added.
