I have same problem.
but in my case, GoogleSignIn was working before even though I have three accounts in my android phone.
I assume that after importing Unity Facebook SDK
package, same error happens.
I am importing Firebase SDK
also.
I don't know how to fix this. somebody please help.
I tried many times to do Assets -> External Dependency Manager -> Android Resolve -> Force Resolve
in Unity, had no luck.
so I have tried to make the new Unity project, and checked this work well...
I think the suspicious points are like below

doesn't work (even google signin popup doesn't appear)after checked this work well, I tried to configure installing facebook SDK and link Firebase(also linking between Google and Firebase). so everything works fine.
I noticed that only some of my accounts are affected, while other work. The one failing is the one I am using to setup the app credentials. Dunno if this is just a coincidence? On iOS everything works fine, but not on Android.
I am also having this issue, although it is not clear why.
I got my game sign in with google successfully on a device that has only one google account. Then I had test same apk on other's device which has 2 google account and I got Callback Error: DeveloperError | Exception of type 'Google.GoogleSignIn+SignInException' was thrown.
Try to use adb logcat to get more detail, but no error message was show there
