I am confused by the Readme file. What is this kernel for?

Stadia runs on the Linux kernel and Vulkan. This is it. Its probably specially modified for the custom AMD GPU and the datacenters.

That is correct. This is the full Linux kernel that runs Stadia virtual machines.
