Enable workflows for releases #393

Creates workflows for deploying script. Several flows here:

update-dist.yml: Update the dist/ and docs/ folders as part of release PR release-please.yml: Uses release-please to manage releases deploy.yml: Deploys released code to apps script & bumps the deployment/version.
