Add .kick when player is captain #51

After the captains are chosen, they should have the ability to kick a player on the team who is either team flashing, team killing, or trolling.

Personally, I think this should be handled via someone else's votekick functionality (either valve's or sourcemod's). I don't like the idea of giving random players kick privileges, but I guess that's more of a personal preference.

We could maybe use a cvar to let server admins allow this behavior.
