some pipe sections appear underfloor, others do not

Description

some airflow pipes appear infront of floor tiles, others do not, resulting in odd looking pipes when tiled over

Steps to reproduce

go to cog1 south east air hookups tile over the floor. look at the pipes omg what the hell

Expected Behavior

consistant sprite layers for underfloor piping

has to do with pipe types and subtypes; invisible layering used for all pipes that initially start underfloor. visible ones 🤷 we'd have to decide if we wanna change the behavior of them to layer lower

teg and toxins pipes layer over floor tiles, so why not make these ones do the same
