Add link status monitoring #32

Add a process that monitors the ship to shore without using heartbeats. For example, use something like https://smallhacks.wordpress.com/2015/04/09/monitoring-wan-status-on-openwrt-using-alarm-pinger/. This should write to a table in the boatstate.db file every n seconds.

Another option is to use SNMP to request current status from the 900 MHz radio.
