Add the option to provide one or more local study ID numbers in the database

Because we create a new, U24 ID for each uploaded dataset, we'll need to keep 
track of the original study ID that was used at the local site. Currently we 
have this in a google spreadsheet but it should be added as an optional field 
in the study.

Sometimes a there are multiple local study IDs associated with a dataset (for 
example one per protocol) so maybe we should be able to add an array of IDS. 

The easiest would probably be a single textfield where people can add 
comma-separated IDs.

I don't think we should make them confidential.
If they need to keep that info confidential, they should just not add that to 
the portal.
