Adding basic functionality items to portal #422

Here are some functionalities that I frequently wish were possible in the 
portal (or wish I knew how):

1) The ability to rename a snapshot as a regular user.
2) The ability to rename an annotation layer as a regular user.
3) The ability to delete a snapshot as a regular user.
4) The ability to delete an annotation layer as a regular user.

I know that these features are currently being worked on but wanted to list 
them for the record...
