When multiple annotations share a start time only one may appear in the viewer #455

If you provide two annotations at exactly the same time, the EEG-Viewer only 
shows one of the annotations.

The work around is to offset the annotations by a fraction of a second.

This is a problem when we want to add a second label to the same data-segment. 
In this case, use the annotations to show the output of a classifier for a 
given data-segment.

It seems like you only need the start times to be the same. The annotation 
counts and list you get from the 'Layers...' button are correct of course.
