Describe new functionality:
Some of our datasets are quite long in duration and thus many annotations may
be generated. Currently, it looks like all annotations are loaded when a
dataset is opened, which is problematic if there are many annotations or if the
browser cache is small (correct me if I'm wrong). Also, I hesitate to add more
annotations as it hinders the performance of the online viewer.
It would be great if a better way to handle the annotations can be designed.
Perhaps load the start times on the initial load to display on the bottom
timeline, and then load the rest of the annotation and display them dynamically
if the user is viewing relevant times.
