Some datasets have overlapping MEF blocks #502

Many of the "Study xxx" datasets have MEF blocks which overlap timewise. The 
viewer and matlab toolbox get around this by throwing away samples. The mef2edf 
program on the other hand just errors out.

We should find all files with overlapping blocks and fix them.

I should mention that datasets other than the "Study xxx" dataset also need to 
be checked for overlapping blocks.
