Seperate config from code

as a dev of benwa online I need to seperate the config from the code so that factor 3 (of the twelve-factor app) can be achieved

assumptions:

• can piggyback off Docker .env files

acceptance criteria:

given the current environment is development
when a switch to the testing environment occurs
then the appropiate environmental variables are changed
