panic: could not connect to open vswitch #49

I am trying to setup the environment. However I got an error:

could not connect to openvswitch on port [ 6640 ]: dial tcp 127.0.0.1:6640: getsockopt: connection refused. Retrying in 5 seconds 
panic: could not connect to open vswitch

Did I miss something?
