UIDropdownWithTooltip这个组件的定位目前是将两个Popover合并并控制显示方式以防止在Dropdown显示时仍然显示Tooltip，这需要两个popover处在不同的触发模式。如果要分别控制暴露触发方式的接口，我感觉一个是API上会更复杂，一个是没有相应的实际应用。如果两个popover都是相同的模式，可能会造成相互遮挡。
