Fixed CSS styling to align with pre-existing ones #2197

Fixed CSS styling to align with the pre-existing codes. Split one giant CSS file we had for all the Housing Lottery related files so that each components that uses CSS styling would have a CSS file in the same folder. Also tried to remove all the hard coded size styling.
