Track Phi 0 is also wrong, but not obviously #191

Some sub-set aren't zero. What is also interesting is that Felix's test data also has this problem.

Actually - this is ok - the key here is that the phi is small - less than 0.4. That is because the track phi might be offset from the jet phi 0 mark. The jet is rotated, and everything must be rotated with it.
