Build a vector cache containing all the local documents in the cache.

[ ] Use the default ChromaDB in a local cache that uses the name of the collection
[ ] Call open API to fill the vector cache, using the standard open API embedding
[ ] Add command to fill and clear the vector store.
[ ] Fill should not "re-fill" the vector store if a document has already been included.

Until we understand how these stores work better, no need to implement a delete-document-from-store command.
