Provide version numbering scheme for upcoming releases. Currently handled in 
`builddistro.sh`.

Opted for a Maven build. Version should be changed in the version element of 
the POM.

The version number is currently in differemt places: the build file, the 
documentation + readme + in the Connection.java class.

From Connection.java the version was removed from the identifier string in r10.

Fixed in r20. The only static version information is in HISTORY.txt. Please 
edit the POM to set the version of the next release.
