Add pan support for Pie Charts

What steps will reproduce the problem?
1. Create pie chart with small slices
2. Try and zoom into the label area
3. You can move the Pie Chart to view the slice label

What is the expected output? What do you see instead?
To be able to move the point of the zoom, or move the Pie chart.

Please provide a source code snippet that we can use to replicate the issue.

What version of the product binary library are you using?
Version just before the intermediate 225

Please provide any additional information below.

Also fix the fit zoom button.

Yes, this is crucial.  Zooming without being able to pan is useless as all it 
does it make the labels disappear.
