0. Install Android SDK (keytool) and openssl

1. Under Windows 7 64 bit:
keytool -export -alias androiddebugkey -keystore ~/.android/debug.keystore |
openssl sha1 -binary > key_windows

2. Under Ubuntu (or any other Unix familty)
keytool -export -alias androiddebugkey -keystore ~/.android/debug.keystore |
openssl sha1 -binary > key_linux

3. diff key_windows key_linux
It reports differences when files must be identical.

Since Ubuntu version works find and Windows doesn't the conclusion is that
Windows 7 version of openssl is broken.

I have have this same issue and am puzzled as to why the outputs are different
on mac / win.

I have verified that the keytool command gives the same output on win7 64bit
and on a Mac, so the problem must lie with openssl
