Create a (fixed) tag cloud of tags that can be selected with a single click

Harry, we love the tags, and the ability to create new ones is fine.

But we want every user to see and be able to automatically select one or more of these 10 tags that have specific meaning to our use case:

1. Received
2. Inspected
3. Deployed
4. Defective
5. Counterfeit
6. Damaged
7. Tested Pass
8. Tested Fail
9. Incomplete
10. Incompatible

We would like a list of tags that we want to encourage, so that they can be added very easily, and to standardize some aspects of data collection. These might be:

1. inspected
2. good
3. bad
4. damaged
5. wet
6. counterfeit
7. opened
8. missing

Of course, this might develop over time.
