Description of change

This is to disable dependabot from creating all PRs except those that are security related; for more info: : https://docs.github.com/en/code-security/dependabot/dependabot-version-updates/configuration-options-for-the-dependabot.yml-file

Thanks, I'll close out all the dependabot PRs and see if only security ones appear from now on
