libxml-ruby error #33

libxml-ruby seems to need a dll installing, which causes an error when trying to upload to github. Problem with net-github-upload gem, sadly.

Problem is tht libxml-ruby doesn't make the effort yo modify PATH for you, so it won't find its own dlls.
