Coverage format documentation not explicitly stating 'end' meaning #947

I was reading https://github.com/gotwarlost/istanbul/blob/master/coverage.json.md#location-objects and I noticed it doesn't mention whether the end has to be considered included or excluded from the range. Can you please clarify?
