LISA: Problem with saved results of bivariate LISA #97

Non-significant areas in bivariate LISA maps do not get saved correctly (they 
are assigned a value of 2 instead of 0 and therefore cannot be distinguished 
from the 2 assigned to low-low clusters). We are working on correcting this 
problem.

This is issue is just one of many that are present with LISA maps.  LISA maps 
are relying heavily on shared global variables, and these variables are 
interfering with each other.  The fix for this problem will be non-trivial, but 
should address many other present bugs with LISA maps.

Solved by SVN revision 1232.  This is also a problem in Legacy GeoDa.
