Missing country code in dialer drops connection error #53

*Description:*
In Brazil we use the following sequence for calls
The carrier code + area code + phone number.
Ex. 041 84 9999 9999. 
It is not necessary to the code of the country +55.
I can't call any number in my contact list, because returns with connection 
error.

*Phone brand (eg. Samsung Galaxy S4):*

*Android SDK (eg. 4.4.2):*

*Ready version (eg. build 14) - you can check the build version by swiping
right on the main screen from the left edge of the screen:*

My version is Build 15 

Phone brand LG Google Nexus 4

Same here. 

Phone brand: LG -  Nexus 5
It happens with Android 4.4.4 and Android L
