Use Github Actions to ease the "burden" of publishing to PyPi

Needs the following Github Secrets:
- TEST_PYPI_API_TOKEN
- PYPI_API_TOKEN
When a new tag is created, an upload to Test PyPi is triggered.
When a new release is published, an upload to PyPi is triggered
