[GOVCMSD7-170] PHP7.2 compatibility patch for session_cookie_lifetime #857

This PR fulfills the acceptance criteria set out in GOVCMSD7-170 which describes compatibility with PHP7.2 in preparation for work to continue towards reaching a production PHP 7.2 deployment with the govcms codebase.

Note that this PR is applicable to 7.x-3.x and a separate PR will be submitted for 7.x-2.x.
