Removal of some non-needed GovCMS-specific policies (now covered under Drupal-7:ModulesEnabled)
Currently all profiles reside in d7-full and d8-full.
the *-nightly profiles are just placeholders, and will run the full audit
We can use excluded_policies: to remove the ones we don't want running nightly
the ci profile will run across both the d7/d8 full profiles just in case we don't get updates to all places the ci profile is called from.
we can also experiment with the markdown format for the ci/nightly profiles
there are a number of commented out and non-working d8 profiles - this cleanup is to continue
