Add Card component #92

DS contains new component Card. GovCMS 8 already has a Stack simple and Stack detail components which are close to Cards. As Stacks layout is part of the foundations module we cannot remove them. Adding new Card component will be confusing for users as they look similar.

Implementation

Update Stacks to use the DS Card style.
Stacks are defined in GovCMS foundations – old markup and classes must be preserved.
