Add Card component as extend of Stack. #93

PR for #92

There is no need to udpate the markup in foundations layout. The required classes were added using preprocess/sass extends, including dynamic check for clickable link.

Extra notes

Check for clickable link is done for Display suite title field – this will need to be updated once we switch to Layout builder.
Almost all previous Stack styling was removed and replaced by Card classes.

I've prepared a PR https://github.com/govCMS/govCMS8/pull/313 which removes the link from images in stack view modes, as it is not necessary anymore.
