Provides a temporary pathway for D10 PaaS codebases to be provisioned before an official GovCMS release exists.
This will provision a vanilla D10 codebase rather than GovCMS distribution as it does not yet exist.
This will also use 9.x base images rather than 10.x base as they do not yet exist either, however this should make no difference as the base images for 10.x will remain largely the same (for PaaS customers).
