The 404 page should check for and understand Wikidata redirects #109

The feature

The 404 page can currently detect a page with a QID in the URL and link to it but it would be even better if it could check if the Wikidata item detected is redirecting to an item for we have a page and if so link to it.

Alternatively, we should keep track of historical URLs and create actual redirects in a future webserver. For now our deployments are tracked in git so it's still possible to track these changes.

Why?

So that people can still find the page they are looking for although its URL has changed.

Perhaps it should be a separate issue, but it would also be nice if a 404 for a replaced agency informed about the new one. For example, after a change like this: https://www.wikidata.org/w/index.php?title=Q10591752&diff=prev&oldid=2046758365
